The theme of the congress is State Policy of the Russian Federation in the Sphere of Exercising the Right of a Child to Education: Priority Goals, Objectives, and Prospects for their Fulfilment. The event was also attended by regional commissioners for children's rights, members of children's public councils under the commissioners for children's rights, representatives of the legislative authorities, relevant federal ministries and agencies, and public organisations, as well as experts and specialists in education.
Maria Lvova-Belova delivered a report at the plenary session of the congress covering the main results, goals and directions of the further work of the institution of commissioners, as well as a number of trends in education. The Presidential Commissioner outlined the most sensitive topics as of the end of last year, including QR codes at educational institutions, distance learning, meals for children at educational institutions, transporting children to schools, fees for study aids, placement in educational institutions, and problems of bullying and extremism.
On the second day of the congress, issues in the area of childhood and education were the focus at discussion panels and project workshops.
Summing up the results of the meeting, Ms Lvova-Belova announced that agreements had been reached with relevant ministries and agencies regarding joint work to introduce additions and amendments to corresponding legal acts. The initiatives presented at the congress will be discussed with the deputies. The proposals formulated at the discussion panels will be included in the forum’s resolution, whereas action maps created by the design workshop participants will be taken into account in the work plans of the regional commissioners for children's rights.
