As head of the Russian delegation at the talks under the United Nations Framework Convention on Climate Change (UNFCCC), Ruslan Edelgeriyev presented Russia’s approaches to the agenda of the upcoming 28th session of the Conference of the Parties to the Convention (COP-28). The global stocktake calls for equal consideration of all elements of the Paris Agreement, including greenhouse gas reductions, adaptation, financing of the low-carbon transition, and implementation and support means. The demand was voiced to prevent discrimination based on the types of fuel used for energy production, as well as creation of any protectionist instruments under green pretexts.
Russia believes the rules for the functioning of the Fund to compensate for losses and damage arising from the adverse effects of climate change should focus on those areas where the greatest impact and results can be achieved. When creating new mechanisms, it is important to ensure the maximum degree of coordination and complementarity using existing financing instruments.
On the sidelines of the events, Ruslan Edelgeriyev held a meeting with Foreign Minister of Tajikistan Sirojiddin Mukhriddin, where bilateral climate cooperation and problems related to the lack of water resources were discussed. The essential role of Tajikistan in promoting the topic of glacier protection in a multilateral format was reaffirmed.
Ruslan Edelgeriyev also met with UN Secretary-General Antonio Guterres, UNFCCC Executive Secretary Simon Stiell, and COP28 President-Designate in the UAE Sultan Al Jaber. The discussions focused on preparations for the upcoming climate conference in Dubai in November-December 2023.
