The meeting was attended by the staff of the offices of the Presidential Plenipotentiary Envoys to the Federal Districts, representatives of the Ministry of Labour and Social Protection, the Ministry of Healthcare, the Ministry of Education, the Ministry of Science and Higher Education, the Ministry of Culture, the Ministry of Sport, and heads of public and charity organisations.
Maria Lvova-Belova reported that since the beginning of 2025, the Office of the Presidential Commissioner for Children’s Rights has received 968 applications requesting assistance to minors and young adults with disabilities. She noted that 76 regions have joined the implementation of the Support Through Life strategic programme.
All the components of the strategic programme target the problems of social orphanhood and developing a system of integrated assistance to children with disabilities and their parents. Considerable attention is being devoted to the establishment of day-care centres. With the support of the Presidential Commissioner for Children’s Rights, 59 such centres have been opened in 44 constituent entities.
Maria Lvova-Belova stressed the importance of developing inclusive education, scaling up assisted living projects, and promoting the employment of young people in line with their abilities.
According to Maria Lvova-Belova, four pilot regions are currently implementing the Assisted Living component. Distance learning courses are being delivered on effective methods of working with children with disabilities as part of preparing them for life outside institutional care.
She also noted that 21 pilot regions are introducing a protocol for continuous support of children with autism spectrum disorders and other mental health conditions throughout their lives.
