In the interests of improving the lawmaking process and taking public opinion into account in preparing draft federal constitutional laws and federal laws, the Executive Order states that draft laws concerning the key areas of national social and economic development policy can, by presidential decision, be put to public discussion.
In accordance with the presidential instructions, federal state bodies involved in drafting laws presented for public discussion are obliged to display the texts of the draft laws in question, and other necessary information, on their official websites or websites specially set up for the purpose.
These bodies are also obliged to make it possible for people taking part in public discussions of draft laws to see comments and proposals on the draft laws sent in to the relevant websites.
Reports on the results of public discussions of draft laws must be presented to the President within 90 days from the public discussions’ conclusion.
The Executive Order takes effect upon its signing.
