A summit of the Collective Security Treaty Organisation has taken place at the Kremlin

The Presidents of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan took part in the summit.

The summit concluded with the adoption of the Declaration of the Moscow Session of the CSTO Collective Security Council. The summit also approved the CSTO Collective Action Plan for implementing the UN Global Counterterrorist Strategy for 2008–2012 and the Joint Action Programme on forming information security systems among the CSTO member states. The Collective Security Council also adopted a decision ‘On Additional Measures to Reinforce Anti-Narcotics Work within the CSTO’.

In their Declaration, the CSTO member states affirm their common approach to world development and the main regional problems.

Noting the serious potential for conflict that is building up in close proximity to the CSTO’s zone of responsibility, the organisation’s member states call on the NATO countries to weigh up all possible consequences of NATO’s eastward expansion and the deployment of new missile defence system components. They also call for cooperation between the CSTO and NATO in combating the narcotics and terrorist threats coming from Afghanistan.

The CSTO member states declare their deep concern over Georgia’s attempt to resolve the conflict in South Ossetia by force, an act that has caused numerous victims among civilians and peacekeepers, and call on all countries to make a balanced and objective assessment of events in the Caucasus, free of double standard, and not to undertake any action that could provoke an escalation in the situation.

The Declaration welcomes the peace settlement principles drawn up by the Presidents of Russia and France and voices support for Russia’s active role in facilitating peace and cooperation in the region. It also calls for the use of exclusively peaceful means to resolve the ‘frozen conflicts’.

The Declaration declares the need for speedy resolution of the situation in Iran through negotiations, and recognises Iran’s right to develop peaceful nuclear energy.

The Declaration sets out the CSTO member states’ position on normalising the situation in Iraq and on the North Korean nuclear programme.

The CSTO member states voiced their support for Russia’s initiative to draft a treaty on European security.

The summit discussed implementation of the Plan for Coalition Military Organisation and made adjustments to a council decision of 2001 on collective rapid reaction forces in the Central Asian collective security region. The summit endorsed the regulation governing procedures for drafting, financing and implementing CSTO targeted inter-governmental programmes.
