In order to improve the legal framework of the military councils’ activities, Vladimir Putin has approved the Regulations on the Military Councils in the Armed Forces, Interior Ministry Troops, and Rescue Military Units of the Ministry of Civil Defence, Emergencies and Disaster Relief.
According to the Regulations, the military councils are created by the President and are permanent joint advisory bodies.
The Regulations stipulate the composition of the military councils, their main areas of activity and rules of procedure.
In particular, military councils shall make recommendations on issues in the following main areas: the implementation of the state defence policy in the Armed Forces; maintaining troops’ combat and mobilisation readiness; improving law and order and military discipline; eliminating conditions for corruption offences; the implementation of measures to ensure the safety of military service and combating terrorism; equipping the troops with new types of weapons and military equipment; coordinating military technology research; coordinating the interaction of the Armed Forces, Interior Ministry troops and rescue units with federal, regional and local government authorities and local self-governments on compliance with Russian legislation in the field of defence and state security, social and legal protection of servicemen.
