The Agreement was signed in Kiruna on October 11, 2011.
In line with UN Security Council resolutions, the agreement is intended to lay international legal grounds for the Russian Federation to offer transit via its territory for aircraft transporting weapons, military equipment and military assets, servicemen and civilian personnel of the Armed Forces of the Kingdom of Sweden for the purposes of supporting the international efforts to stabilise and rehabilitate Afghanistan.
The Agreement establishes procedures for effecting the said transit, as well as the Parties’ jurisdiction.
The Kingdom of Sweden undertakes to perform the said transit exclusively for the purposes of the Agreement. The Russian party is entitled to refuse to grant transit permit or cancel an already granted transit permit in case it is established that cargo and personnel transportation is not in line with the purposes of the Agreement and may pose a threat to the security of the Russian Federation.
Transit is to be carried out on the basis of general or one-time permits issued by the appropriate Russian authorities.
Transit of the Kingdom of Sweden’s weapons, military equipment, military assets and personnel via the Russian Federation’s territory shall be carried out without the payment of customs charges, duties and taxes and shall be subject to border and customs monitoring, and other types of monitoring where necessary, as determined by the Russian party.
