The Agreement and Protocol were signed in Bishkek on September 20, 2012 with the aim of extending Russia’s long-term military presence on Kyrgyzstan’s territory (by twenty years), as well as assuring legal regulation of issues pertaining to the presence of a unified Russian military base on Kyrgyzstan’s territory at the interstate level.
The Agreement applies to all Russian military facilities (military units) located on the territory of the Kyrgyz Republic.
In particular, the Agreement regulates the status of the joint Russian military base personnel and their family members who are Russian citizens; issues pertaining to the base’s jurisdiction; the use and functioning of the military base facilities on the territory of Kyrgyzstan; the use of the military base in cooperation with the Armed Forces of the Kyrgyz Republic for defending its sovereignty and security; and the use of arms, including in countering armed attacks by international terrorist groups.
