In particular, instructions to the Government of the Russian Federation jointly with Russian national entrepreneurs’ associations concern tax incentives for entrepreneurs starting a new business; infrastructure merging procedures for natural monopolies; various issues pertaining to small and mid-size businesses; and support for Russian producers of pharmaceuticals and medical products for creating the most important medications.
The Government is instructed jointly with entrepreneurs’ associations to also analyse the compliance of hidden industry-specific barriers preventing access to Russian goods on foreign national markets with World Trade Organisation rules and to prepare suggestions for overcoming them, as well as implementing a system of measures to protect Russian business entities in the domestic market by learning from WTO member-states’ experience.
In addition, the Government is instructed to provide for the creation of a mechanism to conduct public monitoring with consumer participation over the formation and implementation of investment programmes for natural monopolies, and present suggestions under the established procedures for limiting the growth of natural monopoly prices.
The Government, jointly with the Russian Academy of Agricultural Sciences, is instructed to prepare suggestions on broadening support for the development of seed production.
