The Federal Law creates a legislative foundation to assure that the Russian Federation fulfils its obligations to the Montreal Protocol on Substances that Deplete the Ozone Layer, supplementing the Vienna Convention for the Protection of the Ozone Layer.
In particular, the Federal Law establishes requirements for the management of ozone-depleting substances, including their production, use, transport, storage, recovery, restitution, recirculation and disposal, as well as their import into the Russian Federation and export from the Russian Federation.
The Federal Law stipulates economic stimulation for ending the production and use of ozone-depleting substances and products that contain them, public records on the handling of ozone-depleting substances and government oversight over compliance with requirements for their handling.
