The federal law stipulates measures to protect territories and facilities from flooding and other adverse impacts of water. The law defines areas at risk of flooding and waterlogging and sets out special rules for their use. In particular, it is prohibited to build new residential areas or carry out major construction work in these areas without taking special protective measures.
The Russian state authorities are now responsible for implementing measures to prevent the negative effects of water and relief efforts with regard to water bodies located on the Russian Federation’s borders.
The Federal Law also revises the legal regulation of relations pertaining to water protection zones.
In addition, amendments are made to the Russian Federation’s Water Code provisions that regulate the use of water bodies by individuals and legal entities. They clarify the legal regulations concerning state supervision with regard to using and conserving bodies of water. The federal law increases administrative liability for violations in the use and conservation of water bodies.
