Dmitry Medvedev signed a law on allocating 50 billion roubles (approximately $2 billion) to the regions before December 31, 2009, for the programme to resettle people out of housing unfit for habitation

The money will be used to purchase housing in apartment buildings, construction of which is already at least 70 percent complete. This measure will help to support the development of Russia’s housing market.
