President Putin said that the Federal Security Service and other security agencies had faced serious problems, including international terrorists’ attacks, in 2001. He said the Federal Security Service had accomplished numerous difficult objectives and helped chart adequate strategies for dealing with new threats.
Vladimir Putin mostly praised the Federal Security Service’s operations that had facilitated drastic changes in the North Caucasian situation. He said the main elements of the terrorist infrastructure had been destroyed, and that many insurgent units and their leaders had been resolved.
