The draft law contains some new provisions in line with the requirements of the federal laws On the Main Guarantees of Electoral Rights and the Right to Take Part in the Referendum of the Citizens of the Russian Federation and On Political Parties.
Thus, a citizen of the Russian Federation may nominate himself as a candidate for the President of Russia (provided he has the support of a group of voters not less than 500 people) or he can be nominated by political parties and electoral blocs. Voters may not nominate candidates.
An electoral bloc must have at least one political party along with other all-Russian citizens’ associations created in the form of nongovernmental organisations or movements. The said nongovernmental associations may not independently take part in the election of the Russian President. An electoral bloc may consist of not more than three participants.
A citizen of the Russian Federation, who was previously President and terminated the performance of the functions of the head of state due to resignation, persisting incapacity due to health reasons to exercise his powers or due to impeachment, and if elections of the Russian President have been called in connection with the above circumstances, may not be nominated as candidate for President.
