A plenary session followed a restricted meeting. At the start, the Russian President announced the intention of the leaders of the Commonwealth countries to have another meeting, on economic co-operation, on Ukraine’s initiative in the near future.
The meeting discussed enhancing the effectiveness of CIS agencies, their structural improvement, the ways to form the CIS information environment, and fuel-and-energy partnership.
The meeting approved a package of measures for the closer monitoring of decision implementation, a more precise delineation of competences between the CIS ruling bodies, streamlining the structure of CIS agencies, and a drastic personnel reduction.
Joint counteraction of threats and challenges to security was discussed separately. The meeting took the decision to establish a branch of the CIS counter-terrorist centre for Central Asia. A protocol was signed on organising joint counter-terrorist measures in the CIS countries. The concept of joint efforts against illicit drug trafficking was approved.
The heads of state approved a programme for improving frontier cooperation and an interstate programme of joint combat against crime for 2003–2004.
