The message said, in part:
“I am glad to congratulate you on your victory in the presidential election in Armenia and to wish you further success on your high post.
“Your victory has proved once again that the Armenian nation firmly supports democratic and market reforms and the policy of mutually beneficial neighbourly partnership.
“Russia highly appreciates your personal contribution to the progress of the long-established Russian-Armenian friendship and alliance. I am sure that our shared line on strengthening our bilateral strategic partnership will see further constructive development and bring our fraternal nations closer together.
“Russia is profoundly interested in the strengthening of stability and security in the Caucasus and in seeing the Karabakh conflict settled as soon as possible. Russia is ready, as before, to actively promote the progress of its settlement.”
