Vladimir Putin addressed Scottish businessmen, scientists and creative workers at the Signet Library

June 25, 2003

Edinburgh
President Putin meeting with representatives of scientific, non-governmental and business circles of Scotland at the Signet Library.
President Putin making an entry to the Signet Library honoured guests book. In the background is First Minister of Scotland Jack MacConnell.

Vladimir Putin called on Scottish businessmen to invest in Russia more actively. The President said that Russia today is developing dynamically, showing a high rate of economic growth, while the budget surplus makes it possible to significantly cut the tax burden. Favourable conditions are being created for foreign investors who are attracted by the high returns on their capitals, the modern legal framework and political stability.

Asked about the prospects for the relations between Russia and Europe Vladimir Putin said that the main task today is to build a common economic space and remove barriers to communication between people.

The President also answered questions about the reform of the government system in Russia, the relations with the US, Georgia, the prospects of a dialogue between the Russian Orthodox and Catholic Churches.

The Signet Library is a unique depository of legal literature. Half of its 65,000 books are devoted to various aspects of legal practice. The library, built in 1815, is situated in the centre of the old part of Edinburgh and is the headquarters of the Society of Writers to Her Majesty’s Signet.
