President Putin meeting with Abdul-Khakim Sultygov, Russian President\'s Special Representative for Human Rights in Chechnya.

Mr Sultygov submitted a report on his work of securing human rights and freedoms in Chechnya to the President.

He said there were a number of material and technical problems which complicated the investigation of cases, and, consequently, the restoration of human rights and freedoms. He mentioned the lack of necessary equipment for forensic tests as one of them.

The problem of vehicles travelling without number plates still remained unsolved, which hindered prompt and effective investigation of kidnapping and transportation of explosives.

Mr Sultygov said one of the priorities of his work was to convene a civil forum as part of the agreement on social consensus. He said it was of special importance in the run-up to the presidential elections in Chechnya.
