Further major reductions to the Armed Forces are not planned. The President singled out several priorities for military structuring.
Firstly, the principles of staffing will be improved, so that by 2007 the formation is completed of professional units on constant alert. Also, the term of conscription service should be reduced.
Secondly, the army should be reequipped. It is necessary to create a significant scientific, technological and industrial reserve for perspective systems of arms.
Thirdly, a modern system of material-technical and social protection should be formed. Social protection for soldiers should not only consist of a raise in salaries, but also in such modern forms as the development of a system of insurance and mortgages for soldiers.
