The meeting, timed to coincide with the 280th anniversary of the Russian Academy of Sciences, was held at the Bio-Organic Chemistry Institute and discussed scientist-training programmes.
President Putin noted the fragmentary and sporadic human resources policies of national R&D institutes and said Russia had failed to develop a cost-effective economic model for scientific activity. He said the legal status of some research agencies remained vague, that some intellectual property issues had not been solved, and that the results of R&D projects were being introduced into production too slowly.
Moreover, President Putin said it was necessary to halt the brain drain, a long standing Russian problem, and said he was worried that there were not enough young people to replace older scientists, and that the former lacked career prospects.
