Fundamentally new relations between science, business and the state should be formed, where powers, responsibilities and risks are shared at all stages of the innovation process – from the scientific concept to the specific product. The innovation sphere requires a new quality of state and corporate management.
It is necessary to build an adequate infrastructure in the framework of innovation policies, which includes all the necessary administrative, legal and institutional elements.
Furthermore, the civil return on intellectual property needs to be optimised, and a real mechanism of motivation for scientific teams and scientists needs to be created.
