The political reason is that the President considers it necessary to present to the public the person he will propose as Prime Minister. Mr Putin recalled that in his Address to the Federal Assembly in spring 2003, he said that questions such as these would be decided through consultations with the parliamentary majority.
Commenting on the administrative and organisational reasons for the government’s dismissal, the President noted that presidential elections mean the government has to resign, while the newly appointed government, in accordance with the timetable set by the Constitution, would not take office until the beginning of June.
Mr Putin decided to dismiss the cabinet before the elections in order to save on the time it will take to have the government resume constructive work.
