The message reads, in part:
“We regard the holding of such a forum in Russia as another proof of the integration of the Russian legal system into the European and global space, and also as a symbol of a growing interest in the Russian experience of developing constitutional principles.
“The Russian Constitution (the 10th anniversary of which we marked recently) proclaimed the individual and his or her rights and freedoms as a supreme value. Our top-priority task today is to ensure the inviolability of our Fundamental Law. An effective system of Constitution-based public justice should play a great role in fulfilling this task.”
