Attending a meeting on socio-economic development in Krasnoyarsk Krai, the President said that a ”clear action plan“ is now taking shape based on the idea that the authority and responsibilities of each level of state power should be in strict accordance with the financial resources available.
Setting up unified centres to collect and distribute financial resources in regions with a more complex territorial makeup should help save on budget resources, streamline the management apparatus, strengthen regions as a single economic space and improve tax discipline at all levels, Mr Putin said.
The basic political and legal decisions have already been taken in the area of inter-budgetary relations. Mr Putin emphasised that the main objective is now to implement these decisions effectively, competently and within the set timetable. The President called on the government, the presidential representatives in the regions and the regional and local authorities to keep this process of transforming inter-budget relations under constant control.
