It gives me pleasure to welcome you to Moscow. Your conference is dealing with an extremely important and very topical subject. Today, terrorist groups are closely interlinked with trans-national organised crime and use the proceeds of illegal drugs and arms trafficking and other illegal activities to finance their activities. It is clear that fighting this global threat effectively requires the consolidated effort of the entire international community. This includes developing cooperation among financial intelligence services, law enforcement agencies and special services.
FATF and its regional organisations play a major part in developing and implementing unified international standards in preventing money laundering and the financing of terrorism. The implementation of the Russian initiative to create a new group, the Eurasian Group, will contribute towards closer cooperation between countries in this area.
I am sure that your conference will help strengthen professional contacts between specialists from many countries and between international organisations.
