In particular, the decree reads:
“In the aim of improving the work of state bodies to develop relations between the Republic of North Ossetia-Alania and the Republic of Ingushetia and to overcome the consequences of the Ossetian-Ingush conflict of 1992, I hereby decree the following:
The presidential plenipotentiary representative in the Southern Federal District shall take over the functions exercised by the Russian Federation special presidential representative for settling the Ossetian-Ingush conflict and the representative office of the Russian Federation presidential plenipotentiary representative for settling the Ossetian-Ingush conflict in the area of developing relations between the Republic of North Ossetia-Alania and the Republic of Ingushetia;
The Federal Migration Service shall take over the functions of ensuring that the legal rights of those who suffered as a result of the Ossetian-Ingush conflict of 1992 are observed, acting as recipient for funds allocated by the federal budget for work to liquidate the consequences of the Ossetian-Ingush conflict of 1992 and exercising control over the how these funds are spent;
The Federal Construction, Housing and Utilities Agency shall take over the functions of concluding contracts for performing construction and reconstruction work and exercising control over these contracts’ implementation.”
In a separate decree, the President relieved Alexei Kulakovsky of his duties as special presidential representative for settling the Ossetian-Ingush conflict.
