The Agreement between the government of the Russian Federation and the Collective Security Treaty Organisation on the conditions for the Collective Security Treaty Organisation Secretariat’s presence on the territory of the Russian Federation was signed on December 19, 2003, in Moscow.
The agreement sets out the provisions regarding the presence and work of the Collective Security Treaty Organisation (CSTO) Secretariat on Russian Federation territory, defines the status of its officials and employees and regulates the legal relations between the secretariat and the Russian federal executive authorities.
Under the terms of the agreement, the CSTO Secretariat has the status on Russian territory of legal entity without the right to engage in commercial activity. The CSTO Secretariat’s premises are inviolable and enjoy immunity from administrative or judicial intervention of any kind except in cases where the secretariat itself renounces this immunity.
The agreement ensures the political and legal conditions the CSTO Secretariat requires to fulfil its functions as a crucial structure responsible for the CSTO’s overall functioning.
The CSTO Secretariat’s activities are financed by the CSTO budget.
