The law determines the order for the formation and the activity of the Public Council of the Russian Federation.
The Council is designed to ensure cooperation between citizens of Russia and bodies of federal, regional and local power to take into account the requirements and interests of citizens, to protect their rights and freedoms in developing and realising state policy.
The Public Council is formed of citizens of the Russian Federation who have performed special services to society and the state, and representatives of all-Russian, interregional and regional public associations.
The Public Council examines drafts of federal constitutional laws, federal laws, drafts of normative legal documents of Governments, drafts of normative legal documents of regional bodies of state power and drafts of legal documents of bodies of local self-administration.
Decisions of the Public Council are of a recommendatory nature and are passed in the form of conclusions, proposals and appeals.
To provide for the activity of the Public Council, an Office of the Public Council will be created in the form of a state agency.
