The main topic was the progress of reform on local self-administration, and particularly the realisation of the law “On General Principles for Organising Local Self-administration in the Russia Federation” which should come into effect as of 1 January 2006.
The Council of Legislators is a consultative body at the Federation Council formed on 21 May 2002. The main tasks of the Council are to ensure cooperation between legislative bodies of the regions and the chambers of the Federal Assembly, and to determine the main areas of development of federal and regional legislation.
The Council of Legislators is made up of the Chairman of the Federation Council, Sergei Mironov, the first deputy chairwoman of the State Duma, Lyubov’ Sliska, the deputy chairman of the Federation Council, Aleksandr Torshin, and also heads of all legislative bodies of state power of regions of the Russian Federation.
Meetings of the Council of Legislators are held when necessary, but not less than once every quarter. Mr Putin has taken part in them three times. Last time the President presided over a meeting of the Council on 9 July 2004.
