According to the Declaration, CIS member countries will give priority to issues of cooperation in the humanitarian sphere, including issues of culture, national traditions, languages, science, education, archives, information and mass communications, sport, tourism and youth movements.
CIS member countries will examine the possibility of signing an Agreement on humanitarian cooperation between member countries of the Commonwealth of Independent States, in which appropriate mechanisms of cooperation will be determined.
The states will increase the effectiveness of humanitarian cooperation within the framework of the Commonwealth of Independent States, using the experience and principles of appropriate international organisations, including UNESCO, and will also examine the possibility of creating an International foundation of humanitarian cooperation.
