The list encompasses all provisions of the Address to the Federal Assembly and in particular stipulates the development of draft laws to abolish the tax on inherited property, and also to establish a simplified procedure for registering ownership rights of real-estate objects that belong to citizens de facto.
Furthermore, the President gave a number of instructions to the Government to prepare appropriate proposals to optimise tax and investment legislation, to improve the justice system, and to increase the effectiveness of fighting crime and terrorism.
Individual instructions to Ministries and heads of Regions concern development of measures to ensure economic development of problematic regions, and also to improve immigration policy.
A number of instructions are directed to solving problems in the social sphere, including increasing the birthrate, and improving the quality of medical care.
