The Convention was signed on behalf of the Russian Federation in Vienna on 27 January 1999.
By decree, the President appointed Foreign Minister Sergei Lavrov, acting head of Federal Service for Environmental, Technology, and Nuclear Supervision Andrei Malyshev and the head of Federal Atomic Energy Agency, Aleksandr Rumyantsev, as his official representatives in the examination of the ratification of the Unified Convention by the chambers of the Federal Assembly.
