According to the decree, the Federal Aero-Navigation Service is a federal executive organ empowered to exercise the following functions: state regulation, control and supervision of use of Russian Federation airspace, provision of state services in the area of aero-navigation for users of Russian Federation airspace, organisation of a common aviation and space search and rescue system, licensing and certification in the designated area of activity (including certification of types of radio flight and air traffic control systems and equipment and their production), setting fees for aero-navigation services and the procedures for their collection, allocation of the funds collected through payment of these fees, granting permission for transit flights by foreign aircraft across Russian Federation airspace and permission for them to cross the Russian state border.
The Federal Aero-Navigation Service’s activities are overseen by the Russian Government.
