Meeting with the cabinet, President Vladimir Putin noted that developing healthcare, education and the local and regional Interior Ministry departments should be the common task of the federal and local authorities.
A number of social programmes should be co-financed by the regions.
The President emphasised the importance of preventing municipalities and regions from becoming dependent solely on outside support.
