Topics such as strengthening the system of primary medical care, developing medical establishments' material and technical bases, expanding disease prevention and increasing the volume of high-tech medical aid were discussed during the State Council Presidium's session in Penza.
The President of Russia emphasized that establishing a new wage system must accompany all of these measures.
