The Convention's provisions were developed by a Special Committee of the UN General Assembly founded for this purpose and an interdepartmental delegation of the Government of the Russian Federation actively participated in the process. The Convention further develops the provisions of the UN Convention against Transnational Organized Crime which was ratified by federal law no.26-F3 of the Russian Federation on 26 April 2004 and which came into force in the Russian Federation 25 June 2004.
A comprehensive approach reflecting the complex social and legal nature of corruption, including a variety of measures, and taking into account the fact that the struggle against this evil occurs on multiple levels is the basis of the Convention.
The said Convention was signed on behalf of the Russian Federation in Merida, Mexico on 9 December 2003.
