The federal law provides for the ratification of the agreement signed in Moscow on October 21, 2003, and the protocol signed in Moscow on June 9, 2005, which the Russian Federation Government has submitted to the State Duma.
The agreement creates a long-term legal basis for the presence of the Anti-Terrorist Centre established by the member countries of the Commonwealth of Independent States on Russian Federation territory, defines the legal status of the centre and its staff and sets out the procedures for relations with the bodies of state power of the Russian federation.
The protocol brings individual provisions of the agreement into line with other documents of the Commonwealth of Independent States.
