The federal law ratifies the Cooperation Agreement between the Commonwealth of Independent States Member States on Returning Children to their States of Permanent Residency signed on 7 October 2002 in Chisinau at the session of the Council of the Heads of State of the Commonwealth of Independent States.
The federal law has been brought before the State Duma for ratification by the government of the Russian Federation.
The Agreement is based on the principles concerning the special protection of children contained in the Convention on the Rights of the Child adopted by the UN General Assembly on 20 November 1989.
The Agreement’s provisions define the legal and administrative measures to implement finding and returning homeless children to their states of permanent residency as well as to establish a number of transit establishments through which children can be transferred to their states of permanent residency.
