The federal law ratifies the Agreement between the Government of the Russian Federation and the Government of the Republic of Tajikistan on Transferring the Ownership and Rights to the Optoelectron Device of the Nurek Space Monitoring Centre and its Functioning to the Russian Federation, signed in Dushanbe on 16 October 2004.
The agreement transfers the ownership and rights to the Nurek space monitoring centre and its installations on the territory of the Republic of Tajikistan to the Russian Federation in exchange for canceling Tajikistan’s debts to Russia. The Agreement also determines the general principles for the way the centre will be used, function, be maintained and financed.
The Agreement is subject to ratification in accordance with Article 15 paragraph 1 d) of the federal law “On the International Treaties of the Russian Federation”.
Ratifying the Agreement will help promote peace and stability in Central Asia, is in the Russian Federation’s long-term strategic interests in the region, and will enable the Nurek optoelectron centre to function more efficiently.
