Mr Putin called on all countries to join forces in the fight against terrorism by taking part in international conventions, and also called for the Council of Europe Convention on the Prevention of Terrorism to come into force as soon as possible.
On the subject of human rights, the President said that double standards when assessing the human rights situation in different countries are unacceptable.
Prosecutors-General from 44 countries are taking part in the conference.
