Examples of best practice in providing healthcare services in the regions should be spread throughout the country, President Vladimir Putin said at a State Council Presidium meeting on regional and municipal healthcare development in the city of Kurgan.
Mr Putin said that optimum healthcare financing systems should be first developed and tested in pilot regions with according federal support. But all regions need to work on raising the effectiveness of their healthcare services, and not only those taking part in the pilot experiments, the President stressed.
Healthcare funding should focus not on maintaining institutions, but on treating individual patients. It is important to develop and introduce a new wage payment system for healthcare workers based on the amount and quality of services provided, Mr Putin said.
