At the State Council Presidium session in Yaroslavl on developing a network of highways, Vladimir Putin recalled that infrastructure problems are serious obstacles to economic development. The insufficient development of highways is one such problem.
One way to resolve this problem is to increase the branch’s investment appeal and thereby transform the road network into a sector in which the public and private sector cooperate efficiently.
Vladimir Putin pointed out that the present legal base and principles for financing and managing the road network are not yet adequate to make these changes.
On closing the session, the President charged the government to finish preparing the draft bill “On Highways” by 1 March 2007.
