The new law amends, in particular, the Federal Law On Political Parties. Under the new provisions, the political party whose list has received the biggest number of votes and has obtained the right to seats in the regional parliament nominates candidates for the post of regional governor, to be approved by the President of Russia.
The law stipulates the procedures and deadlines for making and examining nominations in cases where the regional governor’s mandate has ended, and where the regional governor has left office ahead of term.
The law provides that in the event that political parties do not make use of their right to nominate candidates, the President of Russia can independently propose candidates to the regional legislative assembly, including from among the people in the federal management personnel reserve.
