The Forest Code contains the legal bases for the use, conservation, protection and exploitation of forests.
The Code still considers that the state and municipalities own forest plots. It provides that forest plots situated on the grounds of woodland resources are federal property.
A significant part of the Forest Code of the Russia Federation concerns management of the use, conservation, protection and exploitation of forests.
In addition, a list of the different ways forests are used has been established and the various features of implementing these methods are subject to regulation.
