The amendments bring the Russian protection, anti-dumping and compensation regulations on imported goods in line with the World Trade Organization rules and recommendations of Russia’s WTO accession working group.
For example, preliminary special tariffs can be imposed only if the relevant sector of the Russian economy is formally found in a “critical situation.”
The amendments also set out more detailed procedures for repeated anti-dumping and compensation inquiries, for obtaining access to the findings of inquiries into possible impact of regulations on competition in the national marketplace, and formalize the contents of end-of-inquiry and tariff imposition notifications.
