The new law extends the leverage of the Russian state in migration issues. It re-establishes control of the government over the quotas on temporary residence permits for foreigners whose entry into Russia has been visa-free. When and if the quota goes down, the government is empowered to cancel some of the permits.
Under the new law, temporary residence permits can be issued to foreigners and their families beyond any quotas if they participate in the special national program promoting voluntarily migration of compatriots based in other countries back to Russia. If these foreigners move to Russia permanently with their families, the new law entitles them to certain benefits on the labor market.
