At a meeting of the Security Council.
Mr Putin opened the Security Council meeting by saying that the need to formulate new provisions of the Russian military doctrine resulted, in particular, from the latest developments in the North Caucasus and the endorsement of the NATO strategy allowing the alliance to take military decisions without UN approval.
The document will be finalised within the next two months and submitted to the president for signing.
The meeting also discussed the development of civil aviation in Russia.
