When addressing the session, President Vladimir Putin stressed that Russia continued to shape its national security policy, and that the draft doctrine under consideration was a part of such policy.

The President singled out four major groups of objectives in the area of information security.

The first group includes protection of the constitutional rights and freedoms of individuals. The President welcomed the significance attributed to the subject by the doctrine authors.

The second group outlines development of the national industry of information and communication to ensure the presence of Russian products in the global market.

The third group of objectives focuses on information and telecommunication systems security.

President Putin also noted the importance of every person being made aware of the steps planned by the Government in the economic sphere.

The draft doctrine on information security is to be finalized in line with the comments made at the Security Council meeting, including those by presidential plenipotentiary envoys to the Federal Districts.
