The agreement was signed on November 5, 2003, in Rome.
It sets out the organisational and legal framework for Russian-Italian cooperation on eliminating Russian chemical weapons. It sets out Italy’s obligations to provide Russia with up to 360 million euros that do not have to be paid back for the design and construction of facilities to eliminate chemical weapons and also for the supply of necessary equipment and provision of services.
The agreement also stipulates reciprocal obligations regarding exemption from taxation and civil liability.
