Speaking at a ceremony at which he received the title of honorary doctor of law, Mr Putin said that Russia remains firmly committed to arms reductions.
But the President went on to say that only a world in which international law reigns supreme and in which members of the international community base their relations on the strength of law rather than on military might would create the conditions for proceeding with disarmament. In this respect, Mr Putin said, India is a reliable ally of Russia.
The President noted that relations between Russia and India are developing actively today, particularly in scientific cooperation. The positive trends now emerging in the Russian economy are contributing to this development.
